Abstract

Rail transport generally has the advantage for large-volume long-haul freight operations. The literature generally shows that shipping distance, costs, and reliability are among the most important determinants of people's modal choice among road, rail, air, and coastal shipping transport. However, there is little evidence in Africa, although the region historically possesses significant rail assets. Currently, Africa's rail transport faces intense competition against truck transportation. With firm-level data, this paper examines shippers' modal choice in Tanzania. The traditional multinomial logit and McFadden’s choice models were estimated. The paper shows that rail prices and shipping distance and volume are important determinants of firms' mode choice. The analysis also finds that the firms' modal choice depends on the type of transactions. Rail transport is more often used for international trading purposes. Exporters and importers are key customers for restoring rail freight operations. Rail operating speed does not seem to have an unambiguous effect on firms' modal selection. Document type: Book

Abstract

Nowadays, city streets are populated not only by private vehicles but also by public transport, fleets of workers, and deliveries. Since each vehicle class has a maximum cargo capacity, we study in this article how authorities could improve the road traffic by endorsing long term policies to change the different vehicle proportions: sedans, minivans, full size vans, trucks, and motorbikes, without losing the ability of moving cargo throughout the city. We have performed our study in a realistic scenario (map, road traffic characteristics, and number of vehicles) of the city of Malaga and captured the many details into the SUMO microsimulator. After analyzing the relationship between travel times, emissions, and fuel consumption, we have defined a multiobjective optimization problem to be solved, so as to minimize these city metrics. Our results provide a scientific evidence that we can improve the delivery of goods in the city by reducing the number of heavy duty vehicles and fostering the use of vans instead. Abstract

[EN] Growing awareness in cutting transport costs and minimizing the environmental impact means that companies are increasingly interested in using the full truck load strategy in their supply tasks. This strategy consists of filling trucks completely with one product type or a mixture of products from the same supplier. This paper aims to propose a mixed-integer linear programming model and procedure to fill trucks which considers limitations of stocks, stock levels and unbalanced demand and minimization of the total number of trucks used in the full truck load strategy. Abstract

This document is meant to describe the status of the International Energy Agency (IEA), Annex 11 (Integrated Systems), Subtask B (Analytical Tools) effort being carried out by the Member Nations. This includes Canada, Japan, Italy (inactive at this time), the Netherlands, Spain, Switzerland, and the United States. The Subtask status is taken as of the end of September 1997, following the Fall Experts Meeting. This was held in Toronto, September 23--26. The goal of this Annex is to identify, compile, and integrate models of hydrogen technology components into system models that will describe overall pathways. Examples would include: PV/electrolysis/pipeline transport/hydride storage/PEM fuel cell utilization or natural gas steam reforming/liquefaction/truck transport/hydrogen refueling station. Component models are developed by the Member Nations and integrated into the desired overall system. Subtask B is concerned with identifying and compiling existing component models from Member Nations, or developing these models from data supplied by the Member Nations via Subtask A. Abstract

This report summarizes work performed by Physical Sciences Inc. (PSI) to advance the state-of-the-art of surveying for leaks of natural gas from transmission and distribution pipelines. The principal project goal was to develop means of deploying on an automotive platform an improved version of the handheld laser-based standoff natural gas leak detector previously developed by PSI and known as the Remote Methane Leak Detector or RMLD. A laser beam which interrogates the air for methane is projected from a spinning turret mounted upon a van. As the van travels forward, the laser beam scans an arc to the front and sides of the van so as to survey across streets and to building walls from a moving vehicle. When excess methane is detected within the arc, an alarm is activated. In this project, we built and tested a prototype Mobile RMLD (MRMLD) intended to provide lateral coverage of 10 m and one lateral scan for every meter of forward motion at forward speeds up to 10 m/s. Using advanced detection algorithms developed as part of this project, the early prototype MRMLD, installed on the back of a truck, readily detected simulated gas leaks of 50 liters per hour. As a supplement to the originally planned project, PSI also participated in a DoE demonstration of several gas leak detection systems at the Rocky Mountain Oilfield Testing Center (RMOTC) during September 2004. Using a handheld RMLD upgraded with the advanced detection algorithms developed in this project, from within a moving vehicle we readily detected leaks created along the 7.4 mile route of a virtual gas transmission pipeline. Abstract

A risk-based fault tree analysis method has been developed at the Pacific Northwest Laboratory (PNL) for analysis of nuclear fuel cycle operations. This methodology was developed for the Department of Energy (DOE) as a risk analysis tool for evaluating high level waste management systems. A computer package consisting of three programs was written at that time to assist in the performance of risk assessment: ACORN (draws fault trees), MFAULT (analyzes fault trees), and RAFT (calculates risk). This methodology evaluates release consequences and estimates the frequency of occurrence of these consequences. This document describes an additional risk calculating code which can be used in conjunction with two of the three codes for transportation risk assessment. TRECII modifies the definition of risk used in RAFT (prob. x release) to accommodate release consequences in terms of fatalities. Throughout this report risk shall be defined as probability times consequences (fatalities are one possible health effect consequence). This methodology has been applied to a variety of energy material transportation systems. Typically the material shipped has been radioactive, although some adaptation to fossil fuels has occurred. The approach is normally applied to truck or train transport systems with some adaptation to pipelines and aircraft. Abstract

This document examines high-/low-level radioactive liquid waste transport alternatives. Radioactive liquid waste will be transported from the 200 West Area to the 200 East Area and within the 200 East Areas for safe storage and disposal. The radioactive waste transport alternatives are the Aboveground Transport System (French LR-56 Cask System [3,800 L (1,000 gal)]), 19,000-L (5,000-gal) trailer tanker system, 75,700-L (20,000-gal) rail tanker system and Underground Transport System (buried pipe [unlimited transfer volume capability]). The evaluation focused on the following areas: initial project cost, operational cost, secondary waste generation, radiation exposure, and final decommissioning. The evaluation was based on the near term (1995 to 2005) estimated volume of 49.509 million L (13.063 million gal) and long term (1995 to 2028) estimated volume of 757.1 million L (200 million gal). The conclusion showed that the buried pipe (Underground Transport System) resulted in the lowest overall total cost for near and long term, the trailer container resulted in the highest total cost for near and long term, and the French truck was operationally impractical and cost prohibitive. Abstract

The purpose of this sponsored research is to assess the feasibility and the potential value of the hydraulic container pipeline (HCP) as a new mode of freight transport. The tasks of the study involve (1) assessment of the energy conservation value of HCP as compared to other modes of freight transport such as truck, rail and slurry pipeline, (2) assessment of the market of HCP for coal transportation, (3) development of design concepts on HCP system for transporting coal, and (4) design and construction of a small HCP system for the demonstration of the concept of HCP transportation. To date, the first three of the four aforementioned tasks have been completed; task 4 has just begun. This report deals with the first task only. It is shown that HCP possesses high potential for conserving energy used in freight transport and reducing U.S. reliance on oil. Document type: Report

Abstract

The application of freight pipeline for the movement of solid goods offers a new option in the field of transportation. This volume examines impacts and their assessments. This study has only identified the areas where truck and/or rail substitution by pipeline may have impacts. It only can be said that pipeline, if it can substitute for surface traffic without correspondingly increasing it at another location, is inherently a more environmentally compatible mode of transport. Based on data presented in this report, it can be stated that, to the extent that a freight pipeline reduces the truck traffic, it helps to reduce street congestion, noise, energy consumption, accidents, and air pollution. As compared to rail, however, accident and noise reduction are certain, but the impact on energy consumption and air pollution depends on local conditions. (MCW) Document type: Report
