Abstract

The outflow of the population of young working age from the regions of the Far East and the Far North is a serious constraint on the economic and social development of these regions. Unfavorable climatic working and living conditions, underdeveloped economic and social infrastructure, distance from development centers, relatively low wages and lack of career and personal prospects - these factors encourage a significant part of young people to leave the region of the Far East and Far North. The objectives of the study are to answer the following questions: • What is the scale of departure of young people from the Far Eastern Federal District and the Far North? • What are the reasons for their departure? • How reliable are disposal volume statistics? • Is it possible for at least some of the young people to return to the regions of origin and under what conditions? The study was conducted on the basis of Rosstat statistics on the volume and structure of internal migration in Russia for 2011-2020, the results of a sample survey of the labor force in 2029-2022, as well as Rosstat reports “Socio-economic situation in Russia” in 2018-2022. The study shows that published statistics underestimate the real scale of the outflow of young workers from the regions of the Far East and Far North due to the so-called “auto-return” process. The North and Far East are losing young people during migration exchanges with large and major cities in the European part of the country. Large cities of the North and Far East compensate for the loss due to the influx from the periphery of these same regions. Retaining young people in the labor markets of the regions where they were born is only possible if there is an influx of investment into the regional economy and social sphere, and this process should not have the character of a short-term campaign, but be a long-term guarantee for several generations of workers.

Justificació paper: El salari mínim interprofessional (SMI) ha augmentat un 54% en els darrers sis anys. Ha passat de 736 € l’any 2018 als 1.134 € l’any 2024. Una mesura que, segons els registres, afectarà a més de 2,5 milions de persones d’arreu del territori.

Un increment com aquest ens hauria de fer pensar en si s’han fet bé les coses durant la darrera dècada i si aquestes pujades actuals són proporcionals a l’augment productiu que estan tenint les empreses. Augmentar l’SMI no vol dir, automàticament, que es redueixin els problemes i les incerteses. Aquest increment tan dràstic en tan poc temps pot suposar un greu inconvenient per les empreses i pel mercat de treball.

Com a graduats i graduades socials, i com experts en Dret del Treball i la Seguretat Social, veiem diàriament els problemes als quals s’estan enfrontant les empreses. Tenir una persona treballadora implica uns costos, així que una pujada tan abrupta de l’SMI en un espai tan curt de temps fa que les empreses pateixin i els seus comptes d’explotació es puguin ressentir.  

L’objectiu d’aquest paper és poder analitzar l’evolució que ha patit el salari mínim interprofessional a Espanya, a l’hora que es pugui veure com això està afectant el mercat de treball. Com a professional del dret del treball i la seguretat social, aquesta és una matèria que ens afecta directament i necessitem entendre l’evolució i saber què està passant per poder assessorar correctament a les empreses i a les persones treballadores. L’anàlisi també incorporarà la importància de la negociació col·lectiva per arribar a un consens en matèria d’SMI. A tall d’exemple, a la darrera pujada del salari mínim, el Govern central va arribar a un acord amb els sindicats i va deixar de banda la patronal perquè aquesta no acceptava un augment més enllà d’un 3%. Amb aquesta situació es posa de manifest un fracàs de la negociació col·lectiva que s’hauria d’evitar per no implantar una gestió en base a imposicions d’una de les parts.

Resultats i conclusions: El Premi Nobel d’Economia 2021, David Card, ha arribat a afirmar que augmentar el Salari Mínim Interprofessional no afecta pràcticament l’ocupació. El destacat economista canadenc, durant una de les seves conferències, va posar de manifest com el model alemany, d’incrementar l’SMI, no va tenir repercussió directa sobre l’ocupació, ja que el mercat de treball va continuar amb el seu habitual funcionament.

D’altra banda, augmentar l’SMI està molt bé, però s’ha d’acompanyar amb unes condicions i uns llocs de treball que siguin de qualitat, que permetin crear un teixit empresarial productiu i responsable. Només d’aquesta manera les persones treballadores podran tenir un lloc de feina estable i de qualitat, el que acabarà repercutint en una millor productivitat i, per tant, un millor funcionament de les empreses. A més, incrementar el salari mínim té una correlació directa amb un augment del consum i, per tant, una activació de l’economia.
