(Dogus Author) -- Conference full title: 2007 American Control Conference: New York, NY, USA, July 9-13, 2007 In this paper, a congestion control scheme is developed, analyzed and implemented in a noncooperative game framework. By using a network model based on fluid approximations and through a realistic modeling of queues, the existence of a unique equilibrium is established as well as its global asymptotic stability for a general network topology, where boundary effects are also taken into account. The sufficient conditions are also provided for system stability when there is a bottleneck link shared by multiple users experiencing non-negligible communication delays. The theoretic results are meaningful for communication networks.
