Graduated in law and civil servant of the Generalitat's  Administration. Hold positions in the General Directorate of Hydraulic Works, and public companies in Water Sector Aigües Ter Llobregat and manager of the Catalan Water Agency, and  other positions of responsibility in Public Administrations, the public business sector and the private sector, especially in the areas of public management, corporate organization and public-private collaboration. He has several publications on the planning and management of public services of the water cycle and in particular on concessions . . He is currently responsible for strategic studies in the Department of Territory   and senior legal advisor for the Project of  Catalan Rail Road Services, Associate professor of administrative law at  Pompeu Fabra University in Barcelona.
