n estimated procedure is proposed that is designed to be particularly sensitive to automobile fuel consumption in congested, peak hour traffic. This procedure is based upon vehicle attributes and roadway operating conditions. Vehicles are classified by weight and model year. The proposed roadway classifications are expressway, arterial, and local street. For each vehicle type category, base fuel consumption rates are determined. These base consumption rates are then modified by adjustment factors which reflect the roadway operating conditions. The rates are multiplied by the vehicle miles of each vehicle category and summed over all categories to compute the total fuel consumption on the road under analysis. An example application of the procedure including sensitivity analyses is presented.
