STREAM is a real time signal control system aimed at alleviating traffic congestion, distributing traffic and reducing the number of road accidents. It is applicable to all traffic conditions moderating the speed of vehicles in light traffic, improving the efficiency of green time when traffic demand is nearly saturated and running priority control when demand is over-saturated. This paper discusses the concept of control, the system configuration, the control methods and the results obtained from introducing STREAM in Tokyo. The results show a reduction in daytime journey time of 9%, a reduction in total delay of 23% and a reduction in congestion length time of 28%. For the covering abstract see IRRD 880251.
