This document provides a methodology for defining waste acceptance criteria for the Hanford Replacement Cross-Site Transfer System (RCSTS). This methodology includes characterization, transport analysis, and control. A framework is described for each of these functions. A tool was developed for performing the calculations associated with the transport analysis.
