Abstract

The paper presents the results of the analysis of the fiscal policy measures to support Russian cities, considering the sectoral structure of the city's economy. The case study showed that fiscal support measures did not contribute to the cities’ diversification. The creation of priority development areas (PDA) caused tax competition for the same tax base.
